The House Transportation Committee has given unanimous approval to House Bill 1436, introduced by Representative Thomas Kutz of Cumberland. This bill proposes an extension of the grace period for non-commercial vehicle repairs from five days to 15 days, aligning it with the time allowed for commercial vehicles and buses.

Kutz explained the rationale behind the bill: “Workforce shortages and lingering supply chain issues make it difficult for vehicle owners to complete inspections and current law only provides five days when inspections can take up to two weeks to schedule.” He emphasized that after the current five-day period, operating a vehicle without inspection proof is illegal on state roads. The proposed change aims to give Pennsylvania drivers more time for necessary inspections.

He expressed gratitude for the bipartisan support received from the committee and looks forward to further discussions in the full House. “I appreciate the bipartisan support of the committee and am looking forward to consideration by the full House, so we can make this simple, but important, update for Pennsylvania drivers,” Kutz stated.

For inquiries regarding this legislation or other state-related matters, constituents are encouraged to contact Kutz’s office at 717-975-2235.
