A group of House members in Pennsylvania has recently introduced a comprehensive package of 12 bills aimed at addressing the housing shortage and improving attainability in the state. Led by House Republican Housing and Community Development Committee Chairman Rich Irvin and a team of legislators, the package focuses on enhancing affordability through various measures such as tax breaks, grants, and incentives for homeowners and builders.

According to the bill sponsors, the lack of housing supply combined with rising costs for rentals and home purchases has created significant challenges for Pennsylvanians seeking suitable housing. It has been noted that Pennsylvania currently faces a shortage of 98,000 housing units, with the median new home sale price in the state exceeding the national average by $130,000. Moreover, rent increases have reached levels where a majority of renters in the Commonwealth are paying above the recommended 30% of their income on housing.

In response to these pressing issues, the bill sponsors emphasized the need to reduce government regulations that hinder housing creation and exacerbate the housing shortage. They highlighted the importance of affordable and available housing in supporting stable families, employment, poverty alleviation, and local economies. Additionally, the lack of adequate housing stock has been identified as a factor contributing to the labor shortage in Pennsylvania.

The proposed package of bills includes a range of initiatives such as requiring yearly reports on housing needs from municipalities, creating incentives for communities promoting creative housing solutions, and introducing programs to support first-time homebuyers. Other measures involve tax exemptions, low-interest loans for developers, and adjustments to building code standards to facilitate affordable housing options.

In a statement, the bill sponsors stressed the urgency of addressing the housing crisis, stating, "The time has come to address this growing problem. We need to get government out of the way so housing needs may be met. Our economy, our families and our communities depend on it."
