On June 13, 2025, Perry announced the introduction of the Republic of Somaliland Independence Act with the intention to formally recognize Somaliland as an independent nation. He highlighted that “for more than three decades, Somaliland demonstrated the kind of governance, stability, and cooperation that America should support.”

Perry has served in Congress since replacing Todd Platts in 2013 and previously served in the Pennsylvania House of Representatives from 2007 to 2012. Born in San Diego in 1962 and currently residing in Dillsburg, Perry holds a Bachelor of Science degree from Pennsylvania State University obtained in 1991.
