Pennsylvania Representative Thomas Kutz is urging for the prompt approval of a bill that aims to combat human trafficking by implementing licensure requirements for massage parlors and bodywork facilities. As a co-sponsor of the bill, Kutz emphasizes the urgency of addressing this issue.
“Earlier this year, news of a human trafficking bust hit close to home at five Cumberland County massage parlors,” said Kutz. “This saddening, sickening news has re-energized the community to stand up against this abhorrent crime.”
Kutz recognizes his responsibility as a legislator to respond with effective and responsible public policy solutions. He believes that House Bill 1241, which establishes licensure requirements for bodywork facilities, is a crucial step in making communities safer.
The proposed legislation not only introduces licensure requirements but also sets up the necessary infrastructure for the Department of State to implement the licensing program. Additionally, the bill includes penalties for businesses that fail to comply with licensure requirements.
Kutz has been actively supporting this legislation and engaging with community leaders and organizations to address the issue of human trafficking. He hosted a roundtable discussion with industry leaders, partnered with Greenlight Operation to hold a community workshop, and spoke at a rally organized by the Zonta Club of Harrisburg-Hershey.
House Bill 1241 is currently awaiting consideration by the House Professional Licensure Committee. Kutz hopes for its swift advancement through the legislative process to protect vulnerable individuals from human trafficking.
