Delozier’s legislation aiding victims and families advances in Pennsylvania House

Affirming her commitment to advocating for victims and families in Pennsylvania, two bills co-sponsored by Representative Sheryl M. Delozier advanced in the statehouse with bipartisan support this week.

The Violent Incident Clearance and Technological Investigative Methods (VICTIM) Act allows Pennsylvania Commission on Crime and Delinquency grants to be used for hiring investigators, upgrading systems, and streamlining evidence collection and processing. The bill mandates that at least 10% of grants go to rural departments to help solve cold cases. This bill passed the House on Tuesday.

The Uniform Parentage Act (UPA) establishes clear rules for the legal determination of parentage, particularly for children born through assisted reproduction. It also creates safeguards for women acting as surrogates and provides equal protection for children and families. This bill passed the House Children and Youth Committee on Tuesday.

“I have dedicated a lot of my work in the Legislature to advocating and volunteering for crime victims, as well as supporting families in our Commonwealth,” said Delozier. “I am proud to continue that work through the co-sponsorship of bipartisan House Bills 1511 and 350.”

“I am hopeful these bills will maintain momentum, continue to garner the support of Republicans and Democrats alike, and ultimately be signed into law to help ensure justice for victims and their families, as well as bolster stability and consistency for child-parent relationships in the judicial process. The bill also responds to the state Supreme Court’s request for clarity on the issue of ‘intended parentage,’” Delozier concluded.
